You can certainly make a decent argument that the donor criterion is dumb (and very gameable; Steyer basically bought his donors by dumping iirc millions into Facebook ads), but the criterion that's actually keeping others off the stage is having enough qualifying polls, which is about as reasonable an objective measure as you can get.
