Phil responded saying by "no, it depends". "If you still spend a million and one dollars, no, you are not rich." In a weird way, this makes sense. See, Phil is always strapped for money, always in the worst financial position, etc. While we always point out how much money he makes. So if you take what he said, and apply it to him: even if Phil does make 10.000 dollars a month, as long as he spends 10.001 he will be poor.
