I think this is mainly coming down to us not fully agreeing on the terms. I'm saying WWE can have great wrestling when the booking doesn't get in the way, whether from overbooking or underbooking. I'm differentiating between the two, you're combining the two. Yes, WWE hasn't been super great lately, and that equates to "they don't have good wrestling right now." I'm just saying the booking is causing that directly, and the lack of good wrestling right now is a symptom, not its own problem.
