For instance looking at the water banner the top prizes for me are Tidus AASB, Rikku CSB, or Strago CSB. (I already have Bartz AASB). That's 3/66. A good regular banner has 4/14 top prizes... so it costs 3.33x as much but gives you 6.28x the chance of drawing something good.
