If she were to say that they're too lazy to fix their problems because they're black or something, now THAT would be racist. But she's just citing facts (well, a fact) and saying that they should work on their problems before blaming cops. The worst part of her tweet was the "you get what you deserve" part, and it's just insensitive. But that's the thing; it's only that: insensitive. There's that saying "You can't give offense, you can only take it".
