The analysis I have seen is that they are playing a very dangerous game of trying to impress upon the world how hard Iran could make their lives in one of the most heavily used shipping routes in all the world.

Given that they have also told the EU that if they don't pony up enough money to offset America's sanctions in the nuke deal, that they will continue to gradually degrade their compliance until they are making nuclear grade weapons material... it is pretty clear that Iran is pushing hard for sanctions relief.
