Said implications are still there, but they are unknown to the person with the boat. There's not many details here to say for sure, but most likely. Suggesting sex out of the blue to someone you aren't dating or otherwise romantically involved with is creepy as hell. Especially when the girl cannot escape you if she turns you down.
