No. The towers were underground. The shrines were visible - just not activated.

The entire map is different. It's just a bit of a retcon to suddenly fill the map with all these little shrines that can bestow powers and items with no previous info in other games.

It's a "dumb complaint" that the world of Hyrule is suddenly peppered with ancient shrines to protect the land against whatever it faces? Shrines that have a general procedure to complete them but can be completed however you want because lolphysics?
