No. The towers were underground. The shrines were visible - just not activated.
Were they? Then that kills my pun. However, the Hyrule seen there has a pretty different topography than the ones from previous games, doesn't it?
The entire map is different. It's just a bit of a retcon to suddenly fill the map with all these little shrines that can bestow powers and items with no previous info in other games.
Has the map ever stayed the same in any of the Zelda games? This is a really dumb complaint. ---
