We should make a clear distinction between citizen and civilian. 4 years of public service should be a requirement for citizenship. Otherwise you don't vote and you don't run for office. What would qualify as public service? Its a pretty wide range, but ill name a few Military Police Fire Judiciary (clerical work etc.) Public education Sanitation So what if youre mentally, physically, or emotionally disabled and cannot serve one of these positions?
