My assumption, since you can interact with everyone while still at the school, is that you might have to have a certain support level pre-skip. During the Treehouse preview they had already recruited students from other houses. So it definitely applies to pre-time skip. I imagine the ones you recruit will be there for you after the timeskip as well. --- Link isn't the only one who kicks ass.
