Some still retain the TA effect, others get something completely different, and there's no rhyme or reason to it that I can see. Kagero used to be one of the most feared units, now she's nothing and her upgrade didn't do enough to bring her back into the spotlight again. It feels like they have different teams working on these upgrades; some are more generous than others.
