Kagero's Dart is a very confused weapon. The refine effect is completely at odds with the base effect of the weapon itself. It assumes she won't be able to one-shot an opponent since it halves counterattack damage, but surely she should be building as much attack as possible in order to guarantee the conditional Swift Sparrow, thus making it more likely that she one-shots? Should she be working towards guaranteeing a follow-up attack instead then? The problem there is that her speed stat is a middling 32, and requires a lot of investment to achieve doubles on most units, which only detracts from her potential attack (and the likelihood of proccing the SS condition). So you're probably just better off refining speed for a standard desperation build (which does nothing to set her apart from other better dagger units) or refining attack for a one-shot build.

Whilst we're on the subject of her weapon, why does it even need a condition for activating Swift Sparrow? Especially since we've just had a set of units that had inheritable weapons with SS built-in, including ranged versions (if that matters).
