Yes, she was set up as willing to invoke and rule through fear, to execute those who crossed her. None of that leads to razing a city that's already surrendered, that she explicitly wants to rule, without multiple steps inbetween. You can yell development all you want, that wasn't what was developed. Was she on the path to it? Yes. Had she got there yet?
