In general, the best regarded off-hand weapons are Kundane, Belm, and Defender of Easthaven. Kundand and Belm because they give you an extra attack per round for your main hand weapon and DoE because it gives you a passive 20% damage reduction from slashing, blunt, and piercing damage.

Crom Faeyr (warhammer) is also a pretty good offhand weapon, 25 strength gives you a lot of extra damage on every attack, although the main character can potentially get permanent bonuses that get you close to that without taking up an item slot, as long as you're okay with your alignment turning to evil. A generally well-regarded dual wielding set-up is Foebane (bastard sword) and Belm. You can grab Foebane pretty early into BG2, and once you get the scabbard to upgrade it early into the expansion, it casts Larloch's Minor Drain on every hit which does 1-4 magic damage and heals you for the same amount.
