Once he arrived having been recruited by ctes, he engineered ways to take power wherever possible and this included becoming Ruin GM very quickly and then, eventually, the overall boss of UCA. XIII is a ruthless brawler, conniving, manipulative (won the title by tricking everyone into believing he was Rad Link 5) and totally convinced of his own superiority. He is/was fiercely protective of UCA, however, since it is the seat of his power.
