He always went back to her, even after she cast him out. Here I was foolishly thinking that his character development would have panned out. I'm not even talking about his book counterpart which is 100% different from the show. Even in the show the intention was shown to have him leave cersei. Oddly enough even the actor who plays him believed he was leaving Cersei for good until they filmed S8. So ya, the guy portraying the character did so under the belief that he was walking away.
