I'm not sure what's going on with current recruitment. But we pretty much don't care too much about power levels. As long as people are active daily, contributing raid tickets, doing the donation (a day or two missed isn't a big deal), and communicate if there's going to be a longer absence then it's fine. It's pretty casual.
