You have to go into the new photo mode (accessed by tapping the camera while on the Pokmon you want to take pictures of). Take ten or more pictures, then back out, and during the picture review phase youll have a chance to find out that Smeargle photobombed one of them. Then once youre back on the main map screen Smeargle will appear.
