It's important to note that Alabama has the longest, most amended and most difficult constitution in the world. It is half the length of the Bible and was written in 1901 for the explicit purpose of establishing white supremacy and making it difficult to raise taxes, though what it was originally written for has little bearing on anything thereto pertaining these days because of its many amendments.
It has 928 amendments, the total of which outand is written so that county-level decisions must be accomplished via an amendment to the state constitution. As such, there are amendments for Bingo in Etowah County, Bingo in Greene County, Bingo in Calhoun County (that last one voted on a few months ago).
So it's no surprise that something like this was able to slip through and manage to be legal at a state level.
