You generally dont because it's much easier to complain to a manager and get them in trouble. But like I said, I'm not one to do that anyway because my name isnt karen. Karen cant just go to the DMV or post office and ask to see a manager. You'd have to go on the website and report someone and good luck with that actually mattering to the government ...
