No. That's you putting idiotic words in my mouth. The delays and inefficiency in government is not just due to laws and rules. A LOT of it is due to public servants simply giving the strict minimum which causes longer delays in processing information and getting the work done. If you give public servants a quota of processing 40 files in a day, the reality is that, given enough time, the majority of them will give you pretty damn close to what you ask, even if they could easily do double the quota if they only gave a fuck. That is the consequence of having little to no consequences and accountability which is prevalent in the public sector.
