Sure it would, but this isn't applicable to civilian cases. Government workers get back pay when the shutdown ends. Shutdowns average around 8 days, with the longest being 21 days. When it's over the workers won't have missed a beat.

WastelandCowboy would have you believe these people are jumping out of windows because they lost everything.

I dont like having overdue bills and possibly getting I trouble because I dont have money. Or if I was waiting to get paid to get food. Just because they get back pay doesnt mean they wont be struggling until then. Sometimes, you need you money when you normally get paid. Some people even plan their bliss around their paycheck. It can really hurt a lot of people depending on how much they have and get paid. And how long it takes to pay them what theyre owed...
