Nazism exists as an ideology beyond the political party. Those who follow the Nazi ideology in a post-WWII world are considered "neo-Nazis," which is often shortened to "Nazi" because the fact that we're obviously talking about a post-WWII world makes the "neo-" part kind of redundant.

The Nazi Party was required for there to be Nazis. The party's ideology did not die with the party, however, and saying that those who follow the ideology since the party's death are also Nazis is accurate enough (particularly where the party is identified mostly by that ideology).
