Mewtwo is definitely a top/high A tier character. Young Link is A tier the only thing holding him back is a solid kill confirm, but he can pressure crazy good. Meta knight Im doubly for being A tier though I havent played him a lot. I may get flack, but I honestly do not see Ritcher/Simon as top tier.
