We could do city planning to allow for the majority of the population the ability to walk to work and gathering of resources (aka shopping).

Creating an entire economy based on creating waste is fucking insane.

But that would cost way too much money. And if not done right, would be wasteful in itself. Not too mention, there will ALWAYS be waste as long as were not struggling for resources. And even then, there will most likely be waste. You cant not waste food because you never know how much youll need, for example. It would mean people would be without jobs. Or jobs they can do or work. What about people who have disabilities and need jobs. Theyll have to build so many houses in areas with no space. And waste resources by tearing down perfectly good houses because they need more job or shopping areas in places. The whole idea to destroy a city to rebuild it is wasteful. But thats what theyll have to do to do what you want...
