I'd suggest saving those until you can buy extra echelons, as you can have them constantly run logistics to build up a nice resource-filled nest egg. I think the first echelon purchase is pretty low, but after that, it takes 700 or something. Getting four echelons on logistics + a couple off for leveling is a pretty good move.
