They can claim it all they want, but that's not a basis for acceptance. And if we really think it should be, there are plenty of poor people in our own country to help. Whether the United States should accept that deal is a separate argument. I'm just stating that a conditional return to your country isn't an acknowledgment that you're fine with said country.
