Most definitely. There aren't any easy answers, but the fact that the UN had to pull out certainly made the situation far worse. The UN had neither the firepower nor the political mandate to handle the situation. If they had been able to call on a significant amount of backup when the shit hit the fan, the situation may have been able to be more contained.
