Topic	ImgTC supports webm/mp4 uploading again

If you upload a gif, it retains the original gif file as well which you can default to by simply removing the 'm' in the url. From what I've seen, I've been able to iron out all the kinks so it should work properly. If you do notice a bug, please let me know.
