Terra and Pen are bad scans because they will either be killed tonight or are scum, so that will resolve itself naturally.

Sultan and geno are bad scans because they are guaranteed to scan scum, either because they're Miller or because they're scum.

I think HB and Hombad are bad scans because, in my opinion, their play alone asserts them Town, and there's no reason for a scan to confirm that.
