It has nothing to do with competitive Smash what are you smoking The problem it's probably addressing is the idea of "taunt parties", a thing that started in Brawl where people just spam taunt in online free for alls non stop and then gang up on anyone who tries to actually fight. It became so pervasive in Brawl that you basically couldn't play a free for all online because the taunt party dudes were so focused on griefing everyone who tried. It still existed in Smash 4, albeit to a lesser extent since For Glory exists to ensure actual 1v1 gameplay would be an option still, but that doesn't help people who don't like the no items/FD only ruleset.
