There's no purpose here besides deliberating targeting Trump. It's a ridiculous inclusion.

Create a new ethical code for the US Supreme Court, ensuring all branches of government are impacted by the new law.

Not sure what this means exactly but I don't like the sound of it. Congress isn't there to tell SCOTUS what to do or what's permitted. Congress shouldn't be able to pass a code they made up and have it indisputably enforced by the SCOTUS without contest.
