Two faults there: 1) that's incredibly preemptive, and 2) it assumes it's inherently unethical to keep them private, a notion I do not agree with. We didn't need this law or notion before Trump, why do we need it now?

As for the moral code issue, why not? If all branches are receiving the same treatment, nobody would be treated unfairly.

It's not their place to enforce that decision though. The law can say everyone gets equal treatment, which SCOTUS can either then enforce or overturn. For example Congress cannot enforce on SCOTUS that it's unethical for POTUS to keep tax returns private; SCOTUS is the one that makes that decision, not a third-party guideline.

If Congress gets away with enforcing guidelines on a separate government branch without question, it sets a dangerous precedent.
