The between-Bischoff and Russo period of 1999 is the worst WCW ever. It is incredibly boring and includes burials of pretty much everyone Bischoff was high on. The only other period close to as bad is late-2000 WCW, which is just as boring, except replace most of the talented wrestlers with guys like Shawn Stasiak.
