Going from memory:

Pre-mission
Spawn boss-killing unit on southern heliport (I used a Thompson party)
Spawn 1st generic-killing unit on control center (I used a UMP party)

Turn 1
Thompson goes north once
UMPs go left twice
Spawn 2nd generic-killing unit on control point (I used an IDW team)

Turn 2
Thompson goes east three spaces
UMPs go left once, then back right once

Turn 3
Thompson moves east twice to take heliport (now out of ammo)
UMPs (now out of ammo) go right once, switch with IDW team
Move IDW team left once

Turn 4
Thompson team moves four spaces to heliport just north of 2nd generic-killing unit (one-way path)
IDW moves left once

Turn 5
Thompson team moves 7 spaces to boss

I think that's how it goes. You should be able to figure out the gist if you try.

As for Noel, you'll have a 100% chance of getting her on the 99th seithr you open. But yeah, since Noel's a five-star (well, one-star "Extra") drop of sorts, I don't really have any optimism in getting the drop. The S-ranking's just incidental and hard to mess up if you do the above.
