This is pretty much the problem with proposals like this, moving Election Day to a weekend, etc. It doesn't do enough to guarantee more people the opportunity to vote. Basically anyone who doesn't work a normal 9-5 Monday-Friday job doesn't really see any benefit from such a policy. The low-income working class specifically will be less likely to have off work in either of those scenarios.
