They didn't say that tho. It was pretty much implied that Cocorach wanted to smuggle the Coke to Colombia and Pablo was the one who suggested bringing it to USA. It wasn't about quantity, but about bringing it. Re-watch the scene.

It is idiotic, it made it sound like before Pablo there was no such thing as Cocaine in Miami.

I already seen that and a bunch of other Documentaries about Pablo and his organization. It's a fun thing to watch. I just had never seen Narcos because I could not stand a Pablo Escobar who spoke fucking Spanish with an accent. What a joke.
