Several things could be at fault.

1. If your tabs are coming back consistently like in LinkPizza's case, it means your computer is automatically installing updates during sleep mode, then restoring whatever it can. Windows 10 is good about that.

2. If your tabs are not coming back automatically but still saved to Chrome, it means there's some sort of error going on. Mine used to do that for like 9 months but then after an update, suddenly, it worked perfectly. Check to see if you can find any error reports.

3. For some people, setting the computer to "never" do something power related will inevitably cause that to happen as a result of something else. Again, my laptop used to do the same thing until I changed those options from "never" to "5 hours". This reduced the frequency of the problem until that miracle update came out.

4. It could also be a power-related or overheating error. I'd recommend downloading something like CoreTemp to check to see if your computer is overheating at all during normal activities. If it gets within the danger zone often (around 85+ C), it could be overheating.

5. Finally, the weird fix. This weird process completely fixed my desktop a while back. I had to create a second account and use that one because Chromium-based browsers, Office, and most games didn't work on my main account. I haven't had a problem with my desktop since.
