With Incineroar they wanted large paws/claws that looked like torches. This is because when it performs darkest lariat its signature move it generates flameballs of darkness in the center of its palms, then gripping them it holds its arms straight out and spins. Other art may be able to give you an idea, but basically it's hands are perfect for conjuring fire.

Focusing a bit more on the hands and fingers they aren't just arranged to feel like a torches but rather they elongated just a bit more to put emphasis on them in his animations. His idle animation is a good example of this with the way he spindle fingers with left hand as if he's getting ready to make a fist, claw, or grab something at a moment's notice. While his front hand is laid with the palm up in such a way that when the camera focuses on him you can see his finger almost moving/beckoning them in a sort of "come at me" type of pose. The advantage of humanoid fingers instead of paws.

The long arms more humanoid arms are designed for the wrestling theme. It's so he could easily perform things like a clotheslining maneuver. You can easily picture him, his arms outstretched to the sides, rushing his foe their bodies/necks being caught by it and slammed down/tripped up. Or wrapping his arms around his opponent and performing a piledriver. Wrestling maneuvers are a big focus of its design and his body as a whole is designed to make those kind of moves work, they're moves a quadruped design can't accomplish.

On the subject of its body it's top heavy and gets thinner downward so when he spins performing moves like darkest lariat he looks like a perfectly balanced top. The chest and upper arms are given broader design to emphasize its power and toughness, while the thinner forearms and legs allow for a sense of agility. You look at the design and immediately feel this is a very versatile fighter, and if you look at its stats and movepool versatility was an intended part of its focus.

The bell becomes a belt a logical choice of design for the wrestling theme but it's more than an aesthetic. It provides a focal point to draw focus to what it performs different sort of energy attacks. It gives, and I say this in the most sincere way, epic pelvic thrusts to fire things out like hidden power which is hilariously entertaining to watch. Entertainment is another key to his design, heels/professional wrestlers are entertainers first and foremost and you can see they wanted a design that is incredibly entertaining to watch in action. The body shape contributes to this when it thrusts forward with that broad chest it gives a real sense of power to the attacks.

There are also practical ideas behind it as well for example it's ability to act as stove while sleeping which is something you can see in the anime concept art.

The face is designed to be extremely expressive, capable of showing a wide variety of emotions, but the red hair/eyebrows are grown in a way so that no matter what expression it gives it always has a touch of angry/toughness to it. The stripes and red patterns are arranged to make it look like it's wearing a wrestling outfit, and the flairs of hair and a rugged gruffness to it and yet still make it look soft. In fact the balance of softness and hardness to its design makes it simultaneously looks like something fluffy for a young child to hug and yet hard enough that if you got smacked by it you feel like you're being hit by a brick.
