I mean he is a guy who knows more than he should. And gives out info to important people. Then he shows up in the background of major events later.
he knew somewhat useful but not particularly rare info that any beggar could have found out (and is just one out of many vin uses) and then had other info later that vin declined to receive and never showed up again) ---
