I find that hard to believe, unless it's in USPS workers' contracts that they aren't actually responsible for getting the mail to its intended recipient. There's no way there isn't going to be some monetary cost associated with this move. Even if they did dispatch somebody to check the packages immediately and they confirmed that none were missing, that's still a cost, and he certainly endangered the property.

That said, any monetary action would probably be a civil matter rather than a criminal one, so I guess there might not need to be charges laid or any further police action. *Shrug*
