Yes.
If the McDonalds on the other side of the state line ends up two dollars cheaper for a #1 combo, because of plastic straws and a $7.25 minimum wage, it's going to suck up business from anyone close enough.
Possibly even employees, as the restaurants on the expensive side eventually replace everyone with touchscreens and robots.
