It's not monolithic, but the burka is still not a part of it. Not being monolithic doesn't mean that the culture has no boundaries whatsoever and literally anything could be a part of it, which is what your logic seems to imply. So should the burqa be banned because it's not part of Danish culture? It should be banned because it is a threat to Danish culture and society, not just because it isn't a part of it.
