No where in the Quran does it state that women must be covered head to toe. The Burqa/niqab were something men forced on Muslim women as a way to control and oppress them. It's not a religious garment. It is very similar to Mennonite beliefs. The women get in 'trouble' for dressing too provocative and if they get assaulted by a man, it is deemed to be their fault and not the man's.
