That's the balance, we want both, but hiding the year makes it harder to get both!
I don't think they're hiding the year. They have just made it so you have to do the stuff quicker or it expires. I'm guessing they don't want folks hoarding surveys anymore.
But the simple solution is to just not register your stuff until the Club Nintendo year resets. The exception being e-shop stuff since that gets auto-registered.
