The Chinese stole the opium from the brits and wouldn't give them gold for it, because they were trying to act like a world power.
Mao caused 50 million people to starve to death or face prison if they didn't farm a certain way
There isn't a single culture on earth for 1000's of years that doesn't use or derive from opium as a painkiller. Yeah you have some junkies but when they aren't being thrown in jail, losing their jobs for peeing a cup it makes sense that putting drug use in some sort of grey area would actually make people use drugs less.

And it's kind of like how the US doesn't have any problems at all with alcohol because it's legal... oh wait...

That's hard alcohol really. In other countries they have actual bars on campus, kids can buy beer when they're 16
