For minmax purposes, yes, trying to get Galeforce on as many kids as possible is the way to create the ultimate endgame god party (that is complete overkill for anything other than one DLC pack).

Anyone in gen 1 that can be a Pegasus Knight can get it. Sumia and Cordelia can just promote into it, while Lissa, Maribelle and Olivia can all get it via reclassing (either to Pegasus Knight unpromoted, or directly to Dark Flier from a promoted class). The latter three all have male children, so those kids can only get Galeforce by inheritance (if you don't already know, when you go into the list of equipped skills on your units you can rearrange them, which is important because whichever equipped skill is at the bottom of the list will be inherited by a kid when you do their chapter, aside from Chrom who passes down a predetermined skill to any kids he has). Female Robin can obviously get it due to having every class, her son has to inherit it from her.
