Because it isn't really a risk with some commonsense. Wearing a condom is almost always effective, more so if you pull out when you're about to finish. My wife got pregnant the first time I finished inside her. After that she has still never gone on birth control and I never wear condoms but she hasn't gotten pregnant again because I always pull out. Pull out method is quite effective if you have some self-control.
