Every job I've had that said something along the lines of "you need to be able to pass a drug test" either tested me before I started working there or ended up not testing at all. I think it's just an agreement that, should anything happen, you'll comply to a drug screening. It would be impractical to hire you, have you work a day or two, and then drug test you only to have you fail. Too much paperwork for HR so it's easier to test before you start or not at all. Ya because the guy said hed get ahold of me later on to fill out the paperwork.
